From InvasionZone.com:

The 1st London (City of London) Sanitary Company were an experimental Territorial unit which was formed in 1908, and were based at the Duke of York's Barracks in Chelsea.
When they renumbered the RAMC Territorial's in 1917, the 1st London Sanitary Company were allocated the block 527001 to 531000.[Note Cyril’s number was 52830]

The RAMC Sanitary Sections (SS) first entered Theatre around early to mid-1915, when one section was attached to each Division and worked in conjunction with the three Field Ambulances. However, they didn't come directly under Corps or Army control until March 1917 onwards.

A typical SS consisted of just 25 men, with either a Lt or 2nd Lt Commanding, with 2 Sergeants, 2 Corporals and 20 Privates. It was also only trained personnel who were used in these units which included, Sanitary Inspectors, Architects, Engineers and Builders etc.

Bingham Rural District Council Minutes Bingham RDC minutes, September 3rd 1914.

“The Inspector of Nuisances etc. (Mr C W Kendrick) handed in a letter stating that he was prepared in view of the present crisis to offer himself for army service, but as his work under the council was of a rather exceptional nature he would be glad of an expression of the Council’s opinion as to his duty in the matter – whether they considered he ought to remain and carry out the sanitary work and other public schemes in hand, or volunteer for service. After consideration of the letter Mr Kendrick was informed that the council were of the opinion that under all the circumstances his duty lay in the continued performance of his public work at home.”

Despite this decision, Cyril seems to have become a Territorial a couple of years later.
